[PATCH v3 2/2] Check working directory and Unix domain socket file for compatability

Perform separate checks for the working directory and Unix domain socket (UDS) file location. The working directory may be located on a network-mounted file system if 'fsmonitor.allowRemote' is true. The UDS file may never be located on a network-mounted file system; additionally it may not be located on FAT32 or NTFS file systems.
