I agree with your thoughts. Though I'm a bit biased since I only really care about RHEL/CentOS in the context of being able to use vendor provided versions of curl and perl.

AFAIK it used to be common to build updated versions at least on Solaris. I provide perl 5.16.x and a recent curl for Solaris 2.6-9 as part of tgcware(1) and Solaris 10/11 users can use OpenCSW which seems to have 5.10.1 available.
