For something like an SCM this is a big deal, and not just for the Open Source world. In a company, it means not having to worry about having enough licenses, and getting budget approval, etc, etc, before a new person can join a project. Perhaps more importantly, it allows someone who normally isn't *on* the project to look at it and participate.
