While I don't have an HFS+ volume to test, I suspect this patch should be needed for both, even if I have to say thay even the broken output was better than the current state.
Travis seems to be using a case sensitive filesystem so wouldn't catch this.
Was windows/cygwin tested?

b878579ae7 ("clone: report duplicate entries on case-insensitive filesystems", 2018-08-17) was tested on Linux with an excemption for Windows that needs to be expanded for macOS (using APFS), which then would show :
$ git clone git://git.kernel.org/pub/scm/docs/man-pages/man-pages.git warning: the following paths have collided (e.g. case-sensitive paths on a case-insensitive filesystem) and only one from the same colliding group is in the working tree:
'man2/_Exit.2' 'man2/_exit.2' 'man3/NAN.3' 'man3/nan.3'
