That refspec doesn't make sense, since the downstream is not the "origin" to the upstream repo. But I don't think this is a good solution; it is fundamentally changing the layout of pushed branches in the upstream repo, which is going to cause a lot of confusion.

I don't think you can tell whether a repo you are cloning is bare.
