[PATCH v2 2/2] merge: add scissors line on merge conflict

From
Denton Liu <liu.denton@gmail.com>

<cd62694df6be87700e10439716d7faf5ddce8cb4.1542380929.git.liu.denton@gmail.com>
In-Reply-To
<cover.1542380929.git.liu.denton@gmail.com>

This fixes a bug where the scissors line is placed after the Conflicts: section, in the case where a merge conflict occurs and merge.cleanup = scissors.

In addition, we give pull the passthrough option of --cleanup so that it can also take advantage of this change.
