[PATCH v4 3/7] clang-format: exclude control macros from SpaceBeforeParens

The formatter currently suggests adding a space between a control macro and parentheses. In the Git project, this is not typically expected. Set `SpaceBeforeParens` to `ControlStatementsExceptControlMacros` accordingly.
