[PATCH 0/3] upload-pack: treat want-ref relative to namespace

Fifth reroll of [0].

The patch has been split into three commits, where the first is a small refactoring of the test file, the second is the original patch + tests, and the last one attempts to express the `transfer.hideRefs` behaviour more accurately in the docs.
