I think that is overly specific as a use case and should probably be more like:
This prevents aliases being created in languages using characters outside that range.
1. It isn't specific to non-English speakers - as an English speaker I may wish to create an alias in a foreign language requiring characters outside that range. 2. There are other languages which can be expressed entirely using characters in this range, so their speakers are not inconvenienced by the current implementation (I believe Dutch is one such language).
