Can't you just skip the != NULL?:
       if (user_agent)
               curl_easy_setopt(result, CURLOPT_USERAGENT, user_agent);
       else
               curl_easy_setopt(result, CURLOPT_USERAGENT, GIT_USER_AGENT);
