[PATCH] doc: fix `update-ref` `symref-create` formatting

`symref-create` should be followed `::`, not `:`. The lack of second colon (`:`) causes it to appear as regular text (`<p>`) instead of as a description list term (`<dt>`) in the HTML documentation.
