Probably because nobody volunteered to set-up, actively de-dupe, triage and maintain it in general.

I think Brian already corrected whoever "alleges" such.
We prefer to develop in the open, reviewing and improving both patches and ideas on the mailing list, without having to rely on a single project hosting site everybody has to go and deal with web based interface.
