Yes, that's what I was referring to at the end when I wrote:

But it seemed too simple. ;-) And that is exactly how I'd do it... Assuming I thought of it before using write-tree, commit-tree, and update-ref. (Which is what happened. I thought of the complicated method and wrote it up before thinking "duh, just use a second repo.")
