[PATCH] Partial clone design document

This patch contains a design document that Jonathan Tan and I have been working on that describes the partial clone feature currently under development.

Since edits to this document are independent of the code, I did not include in the part 1,2,3 patch series.

Please let us know if there are any major sections we should add or any areas that need clarification.
