[PATCH 0/2] Port `git submodule init` from shell to C

The first patch is a reroll of "[PATCH] submodule: Port resolve_relative_url from shell to C" and the second patch is new.

This applies on top of origin/sb/submodule-parallel-update, as it makes use of the recorded update strategy in the submodule configuration.
