[PATCH v2 0/2] Retry attempts to acquire the packed-refs lock

This is a re-roll of [1]. The only change is the addition of a "wait" in the test to avoid an unlikely race between the lockfile-removing subprocess and the attempt by the outer layer of the test to delete the test directory.
