git-prune-packed operates on GIT_OBJECT_DIRECTORY.  See 'environment.c',

    git_object_dir = getenv(DB_ENVIRONMENT);

and cache.h,

    #define DB_ENVIRONMENT "GIT_OBJECT_DIRECTORY"
