Is there some plans to update git version for apt-get from 2.11.0 to higher (maybe 2.13)? It will be very helpful for a lot of cases with docker images.

It seems like you're on debian stretch. You should be able to update to 
2.20.1,

if you set your apt up to use strech-backports package sources.

For newer versions you'll probably need to upgrade to buster, though.
