See below the output of GIT_CURL_VERBOSE, I marked the position (POINT 1) where there seems to be a hang (~20 seconds)

libcurl works exactly the same on Windows so that effectively nullifies the theory it would have something to do with libcurl's HTTP 1.1 support...
