I turned out that when I went back to version 2.7.0 of Git (as mentioned in this post https://github.com/git-for-windows/git/issues/776) that I no longer received the fork errors.  However, then I received a Permission error and also wasn't thrilled that I had to use an old Git.  After some installing and uninstalling different ways, I remembered that when things were working for me in the past, I had the GitHub shell installed.  So, I installed the GitHub shell with the newest version of Git and was able to use its  Git Shell without problem.
